牧 means to herd and tend, a hand guiding cattle. The Shijing sings 牧 of frontier pastures; the Yijing pairs 牧 with leadership, 'a shepherd of men.' 牧民 were the pastoral border peoples, and a 牧师 later became a Christian pastor. To 牧 was to govern gently, the ruler as keeper of his flock. The char binds pasture, people, and daily care.

The 牧场 pasture or ranch is a holiday destination now, and a 牧师 pastor marries couples at church. Why this character belongs on skin

Someone must walk ahead of the flock, not to drive it but to know where the grass is. 牧 is to tend, to herd, to shepherd, the oldest work of care, older than kingdoms. The character joins the ox and the staff that guides without crushing; the good shepherd in any tradition knows the sheep by name and would lose a night for one that wandered. Confucius spoke of 牧民, governing the people as a shepherd tends the herd; the Psalmist sang of the Lord as shepherd, and the soul as meadow.
