察 sets 祭 (sacrifice) under a roof, and the Shuowen says it means to examine with the clarity of ritual scrutiny. Mencius taught that the gentleman 察于人伦, observing human relations closely. Imperial censors were sent to 考察 (inspect) the provinces, and a wise judge would read a man's face and words before passing sentence in court.
