The Zhou king demanded 包茅 — bundles of reed used to strain the sacrificial wine — as tribute from the south; when Chu stopped sending them, it gave Duke Huan of Qi his casus belli. 包 meant the wrapped and the whole: 包括 runs a list to its edge, 包围 rings an enemy as those reeds ringed a jar.
