测 joins water with 则, rule, and means to fathom, literally to gauge a river's depth. The Zhou li lists 测 among the engineer's arts for canals and borders. Thinkers used it for the limits of knowing: one can 测 the heavens but not the human heart. To 测 was to seek the hidden rule beneath.
